OBLONG COMMUNITY UNIT SCHOOL

The regular meeting of the Board of Education of Oblong Community Unit School District #4 was held on December 19, 2011 in the Elementary Library.  The meeting was called to order at 7:00 p.m. by President Sparks with the following physically present: Bailey, Pinkston, Sparks, Higgins, Musgrave, Pusey, and Lewis.

 

Recognition & Comments – Mr. Parker recognized eighteen OES students through the Character Counts Program for their outstanding character dealing with respect.

 

Motion by Bailey and seconded by Pusey to adopt consent agenda items as presented. Roll call vote: Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea. Consent Agenda items:  To approve regular and closed session minutes of November 21, 2011; financial report of November 2011; payment of December 2011 board bills. Motion carried.

 

Motion by Higgins and seconded by Lewis to approve resolution certifying the amounts indicated in the Certificate of Tax Levy.   Roll call vote: Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Bailey and seconded by Pinkston to approve the Tax Levy for IMRF purposes, Social Security purposes, Special Ed purposes, and Fire Prevention and Safety purposes.   Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Pusey and seconded by Pinkston to accept the bid of $255.00 for the Grasshopper lawn mower.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks –yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.

 

Motion by Pusey and seconded by Lewis to approve the 2011-2012 Oblong Elementary School Improvement Plan as presented.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Lewis and seconded by Bailey to approve IPAD proposals for the board members and paperless board meetings as presented.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis - yea.  Motion carried.

 

            Motion by Higgins and seconded by Musgrave to tentatively approve Policies 6:150 and 7:305.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

            Motion by Lewis and seconded by Pinkston to approve Junior Police Academy to be held at Oblong Grade School.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

            Motion by Bailey and seconded by Lewis to approve payment to Joiner Sheet Metal for Application #4 in the amount of $67,500.00.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Pusey and seconded by Musgrave to approve request from our Choral Director, Band Director and two students to attend the IMEA All-State Conference, January 25-28, 2012 in Peoria, IL as presented.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Bailey and seconded by Higgins to approve request to attend SIU Heartland Honor Choir & Band Festival in Carbondale, IL on February 3-4, 2012 as presented with a final cost update in January.   Roll call vote:  Bailey – yea, Pinkston – yea,  Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

            Motion by Pinkston and seconded by Pusey to approve request from Oblong FFA to attend the National Farm Machinery Show and Tractor Pulls in Louisville, KY on February 17, 2012 as presented.  Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea. Motion carried.

 

Motion by Pusey and seconded by Pinkston to go into closed session at 7:37 PM to consider information regarding appointment, employment, or dismissal of an employee, and student discipline.   Roll call vote:   Bailey – yea, Pinkston – yea,  Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Pusey and seconded by Higgins to return to open session at 9:37 PM. Roll call vote:  Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

Motion by Musgrave and seconded by Pinkston to approve closed session minutes of 12/19/11. Roll call vote: Bailey – yea, Pinkston – yea, Sparks – yea, Higgins – yea, Musgrave – yea, Pusey – yea, Lewis – yea.  Motion carried.

 

               Motion by Higgins and seconded by Bailey to adopt the resolutions finding that Students #12100 and #01288 made subject of a hearing before the Board of Education at the request of the High School Principal, have been found guilty of gross disobedience and misconduct as defined in the following Policies and Handbook provisions:

á       Section 5:230 prohibiting unacceptable behavior.

á       Section 7:190, paragraph 2 prohibiting using, possessing, distributing, puchasing, or selling alcoholic beverages.  Students who are under the influence of an alcoholic beverage are not permitted to attend school or school functions and are treated as though they had alcohol in their possession; paragraph 7 prohibiting disobeying rules of student conduct; paragraph 15 prohibiting engaging in conduct that disrupts the school environment, educational function, and endangering the health or safety of students.

á       Section 7:240 prohibits the violation of conduct code for participation in extracurricular activities.

Motion by Musgrave and seconded by Pinkston to adopt the resolutions to expel Students #12100 and #01288 for the remainder of the school year with the following provisions:

 

That the students be expelled from Oblong Community Unit School District No. 4 for the remainder of the 2011-2012 school term, but such expulsions should be stayed during such time that the Students attend and comply with all the rules of the Safe School operated by the Regional Superintendent of Education.

 

NOW, THEREFORE, BE IT RESOLVED, by the Board of Education of Oblong Community Unit School District 4 as follows:

 

  1.  The recitals here above set forth are true and correct and by this reference Incorporated herein and made a part hereof as if set forth here verbatim.
  2. The Student shall be expelled as a student from Oblong Community Unit School District No. 4 for the remainder of the school term.  Said expulsion shall include exclusion from the school grounds through the end of the Third quarter or March 23, 2012 and exclusion of attendance at all extra-curricular or other activities of Oblong Community Unit School District whether or not open to the public for the remainder of the School year.
  3. The expulsion shall be suspended, effective December 7, 2011, and shall remain suspended during the StudentÕs total compliance with all policies, rules, and regulations of the district for the balance of the school term, and in addition, during the StudentÕs total compliance with the following terms.  The Student shall:

A.     Attend the Safe School of the Regional Office of Education #12, and use transportation to and home from Safe School as provided by the District, and at such times and days specified by the District in compliance with the schedule of the Safe School until the later of the end of Third Quarter 2011-2012 or March 23, 2012; and,

B.    Attend Oblong High School during the Fourth Quarter 2011-2012; and,

C.     Not participate in or attend any Oblong school activitites, including, for example, athletic or extra-curricular events, games, performances, awards ceremonies, except the student may participate in baccalaureate graduation or commencement, through the remainder of the 2011-2012 school term; and,

D.    Not be present on Oblong school grounds for any reason or purpose without the advanced express written permission of the DistrictÕs High School Principal or Superintendent through the end of Third Quarter 2011-2012; and,

E.     Receive no unexcused absences and no unexcused tardy from Safe School; and,

F.     Receive no unexcused absences and no unexcused tardy from Oblong High School; and,

G.    Maintain at least a passing grade in each school subject for the school term; and,

H.    Maintain at least a 95% attendance rate for the remainder of the term; and,

I.       Engage in no behavior or activity resulting in suspension, expulsion or other removal from Safe School; and,

J.     Engage in no behavior or activity resulting in suspension, expulsion or other removal from Oblong High School.

 

  1. In the event the Student violates any of the foregoing, the StudentÕs expulsions shall be immediately reinstated by the Superintendent.
  2. This resolution shall be in full force and effect forthwith upon its adoption.

Motion by Lewis and seconded by Pusey to adopt the resolutions finding that Student #13995 made subject of a hearing before the Board of Education at the request of the High School  Principal, has been found guilty of gross disobendience and misconduct as defined in the following Policies and Handbook provisions:

 

á       Section 5:230 prohibiting unacceptable behavior.

á       Section 7:190, paragraph 3 prohibiting using, possessing, distributing, purchasing, or selling items listed in Sections a, b, c, d, e, and f.  Students who are under the influence of a prohibited susbstance are not permitted to attend school or school functions and are treated as though they had the prohibited substance in their possession; paragraph 7 prohibiting disobeying rules of student conduct; paragraph 15 prohibiting engaging in conduct that disrupts the school environment, educational function, and endangering the health or safety of students.

Motion by Bailey and seconded by Pusey to adopt the resolutions to expel Student #13995 for the remainder of the school year with the following provisions:

Motion by Higgins and seconded by Lewis to adopt a resolution finding that Student #01407 made subject of a hearing before the Board of Education at the request of the High School Principal, has been found guilty of gross disobendience and misconduct as defined in the following Policies and handbook provisions:

á       Section 5:230 prohibiting unacceptable behavior.

á       Section 7:190 paragraph 1 prohibiting possession of tobacco materials; paragraph 3 a. prohibiting using any illiegal drug or controlled substance; paragraph 3 d. prohibiting possession or use of a prescription drug not prescribed for the student by a physician or licensed practioner or when used in a manner inconsistent with the prescription or prescribing physicianÕs or licensed practitionerÕs instruction; paragraph 7 prohibiting disobeying rules of student conduct; paragraph 15 prohibiting engaging in conduct that disrupts the school environment, education function, and endangering the health or safety of students; weapons section paragraph 2 prohibiting the possession of a knife.

á       Section 7:270 prohibiting administering medicines to students.

Motion by Pusey and seconded by Musgrave to adopt the resolution to expel Student #01407 for the remainder of the school year with the following provisions:

 

That the student be expelled from Oblong High School through January 20, 2012; and, beginning January 23, 2012 the expulsion be suspended and that the Student be assigned to attendance at the Safe School operated by the Regional Office of Education, Region 12. 

 

NOW, THEREFORE, BE IT RESOLVED, by the board of Education of Oblong Community Unit School District No. 4 as follows:

 

1.      The recitals here above set forth are true and correct and by this reference incorporated  

 herein and made a part hearof as if set forth here verbatim. 

2.      The student shall be expelled as a student from Oblong Community Unit School District No. 4  

 for the remainder of the 2011-2012 school year.  Said expulsion shall include exclusion from  

 the school grounds and exclusion of attendance at all extra-curricular or other activities of

 Oblong Community Unit School District whether or not open to the public.

3.     The expulsion shall be suspended, effective January 23, 2012 and shall remain suspended during the StudentÕs total compliance with all policies, rules, and regulations of the district for the balance of the school term, and in addtion during the StudentÕs total compliance with the following terms.  The Student shall:

A.     Attend the Safe School of the Regional Office of Educaiton #12, and use transportation to and home from Safe School as provided by the District, and at such times and days specified by the District in compliance with the schedule of the Safe School beginning January 23, 2012 and continuing through the end of the school term; and,

B.    Not participate in or attend any Oblong school activities, including, for example, athletic or extra-curricular events, games, performances, awards ceremonies, baccalaureate graduation or commencement through the remainder of the 2011-2012 school term; and,

C.    Not be present on Oblong school grounds for any reason or purpose without the advanced express written permission of the DistrictÕs High School Principals or Superintendent during the remainder of First Semester 2011-2012; and,

D.    Receive no unexcused absences and no unexcused tardy from Safe School; and,

E.     Maintain at least a passing grade in each school subject for the school term; and,

F.     Maintain at least a 95% attendance rate for the remainder of the term; and,

G.    Engage in no behavior or activity resulting in suspension, expulsion or other removal from Safe School.

4.     In the event the Student violates any of the foregoing the StudentÕs expulsion shall be immediately reinstated by the Superintendent.

5.     This resolution shall be in full force and effect forthwith upon its adoption.
